I would say Tenshinhan wins this. He was stronger than Goku with weights, yet I don't think he said anything about Goku being weaker than the last time he saw him fight, so 18 year old weighted Goku was most likely stronger than his 15 year old self who fought King Piccolo.

Oh derp. I was going off an old, bad translation, and I even knew better than that. My bad.

Still, it comes out like this:

-21st Tournament: 1
-Post Korin: 4
-22nd Tournament: 5
-Holy Water: 40
-23rd Tournament: 150

Piccolo:
-Old: 18
-Young: 36
-Majunior: 144

Yeah, I don't think I could put it any lower than that. That's petty much taking every manga statement about huge increases in power at face value, and even undercutting some, IMO (with these numbers, Krillin/Yamcha would likely be about 3.5 at the 22nd, and just be hoping that Goku hasn't gotten any stronger), and making multi-fold = x4. I don't think I've got much bias in here.

So if Goku at the 21st tournament is 10, then he's equal to some people's view of Raditz during the 23rd tournament. I just can't see the resting ki theory working.
I'm not certain about your Super-God Water increase. Why 8x? Seems like a gigantic amount.
I'm just trying to make sense of this:

Goku (Post God Water) >= Young King Piccolo >>> Old King Piccolo >>> 50% King Piccolo > King Piccolo (vs. Goku) >>> Goku (22nd Tournament)

That sounds like a massive increase, IMO.
I thought the power Daimao used against Goku was his "less than half" power. Did he power up further before going to 100%?
No, it's just that 50% > what he used against Goku, and his full power >>> 50%, so 50% is a filler to explain the massive >>>> gap.

I've been trying to crunch some numbers but without actually having read all of DB, it's really hard to judge for myself what the gaps are and whatnot, so I keep ending up with Goku and Piccolo very near or somewhere in the 1k range - far from the 600-700 range that's been suggested to me. Going just by statements is bad. :(

Yeah, I've been down that road before. Best of luck to you: I truly hope you can get Young King Piccolo to something like only 100, but I just can't see how that is possible. If Goku starts DB at 10, I think it's mathematically impossible for Old King Piccolo to be under 100 going by statements.
